Case narrative:

Saint-Gobain PAM is a France-based company that produces ductile iron pipes. In 2019, the company decided to reorganize its European production activities; in so doing, it will relocate at the home country some product lines actually manufactured in a German plant. The main reasons supporting the relocation decision are the cost-efficiency and the customers demand decline. While the relocation will create staff surplus in Germany (around 170 employees), there is no news about creation of new job positions in the French plant.
